Grand Terrace Active Transportation Plan

The City of Grand Terrace was successfully awarded a $295,000 grant by the California Department of Transportation (Caltrans) to develop an Active Transportation Plan (ATP) to identify and develop solutions to improve safety and accessibility through walking, bicycling and transit throughout the City. Caltrans awards these competitive grants to partner with member communities to plan and develop alternative transportation options within these communities.

The plan will guide the planning and development of existing and future bicycle and pedestrian facilities within the City, including a recommended citywide bicycle network and safe routes to school. As part of the City's commitment to "Complete Streets" that provides for equitable, safe and effective use of all streets by all users, the plan's purpose is to promote more bicycling and walking through the creation of a safe, connected, convenient and visible network.

Network development will consider a wide range of issues such as user needs, available right-of-way, connectivity and directness, safety and potential conflicts. Careful analysis will help ensure the proposed network will best serve all bicycle users Citywide, particularly around activity centers like schools, parks and commercial areas.

Comprehensive active transportation planning goes beyond facilities. Education and enforcement will be analyzed, as well as programs to encourage more biking. The plan will identify and organize suggested improvements based on the League of American Bicyclists' (LAB) “5 E's” for a Bicycle Friendly Community: Engineering, Education, Encouragement, Enforcement, and Evaluation and Planning.

The best plans are community-driven with collaborative efforts involving the City, its residents, local agencies and stakeholders. Developing an effective plan depends on knowledgeable local input to achieve a workable network, along with associated policies and programs.
