The NPDES Program is a federal initiative delegated to the State of California for implementation through the State Water Resources Control Board and the nine Regional Water Quality Control Boards, collectively known as the Water Boards. In California, NPDES permits are also referred to as Waste Discharge Requirements (WDRs) that regulate discharges to waters of the United States.

Pollutants can include materials such as rock, sand, dirt, and agricultural, industrial, and municipal waste. It's important to note that businesses discharging any pollutants may be required to pay the annual NPDES fee.
