Grand Terrace voters will have a choice. The City Council has approved placing a Ballot Measure on the November 5, 2024 ballot so voters in Grand Terrace can consider enacting a local sales tax of 1%. If voters approve the Measure, it is expected to generate approximately $1.9 million each year in dedicated and locally controlled funds that benefit Grand Terrace residents and businesses.

 

GRAND TERRACE’S ECONOMIC OUTLOOK

 

At each budget cycle, the underlying challenge is maintaining essential City services and existing quality of life initiatives, while addressing unfunded Public Safety needs, infrastructure, and neighborhood improvement projects. The City of Grand Terrace has been fiscally prudent since its inception, with a history of balanced budgets. However, the financial challenges faced in the future are increased costs for police services, fire protection, emergency medical response, and preparation for an aging infrastructure.

The current General Fund budget outlines $8.25 million in revenues and $8.21 million in expenditures for the 2024-2025 fiscal year. Not included in this budget is a shortfall of $45 million in unfunded projects and services, much of which is due to needed public safety, capital improvements, and repairs. It is estimated that an additional $1.3 million annually is required in the General Fund to address additional public safety needs and unfunded projects.

 

REVENUE FROM THE MEASURE WILL STAY IN GRAND TERRACE

 

The locally controlled revenue generated from this Measure will support the preservation of the City’s existing Public Safety, quality of life services, and will allow for the City to begin addressing critical needs that, over time, will become more expensive.

LOCAL REVENUE

This year, of the $10.1 million in sales tax revenue generated in the City of Grand Terrace, $7.8 million is expected to be sent to the State of California and $1.0 million to San Bernardino County. Of the $10.51 million, only about $1.3 million is returned to Grand Terrace for local control and use.
