Annual Pavement Rehabilitation Project Underway in Grand Terrace
Grand Terrace, CA – July 14, 2025— The City of Grand Terrace has begun its Annual Pavement Rehabilitation Project, with construction currently in progress along several key corridors, including:
- Grand Terrace Road and Brentwood Street from Mt. Vernon Avenue to the Middle School, and
- Michigan Street from Commerce Way to De Berry Street.
This year’s rehabilitation is a vital investment in the City’s transportation infrastructure, improving roads that are heavily traveled by residents, businesses, and school traffic alike. The selected routes are important not only for daily commutes and commercial access, but also for ensuring safe, reliable, and comfortable travel for the community.
The project utilizes a grind and overlay process, in which the top layer of damaged pavement is removed and replaced with rubberized asphalt—a high-performance material made in part from recycled tires. This process improves surface quality, reduces road noise, and increases the lifespan of the pavement while promoting environmental sustainability.
“Regular pavement rehabilitation is essential to protecting our roadway investments,” said City Engineer Kamran Dadbeh. “Timely maintenance preserves the structural integrity of our streets, prevents more costly repairs in the future, and ensures the safety of drivers, cyclists, and pedestrians.”
The project is scheduled to take place during the summer months when school is out to minimize disruption. Work is expected to be completed in phases, and temporary traffic controls will be in place to ensure public safety during construction.

New Automated Gates Installed at Rollins and Veterans Parks
Grand Terrace, CA – July 14, 2025— The City of Grand Terrace has installed new automated rolling gates at both Rollins Park and Veterans Park as part of its continued effort to improve park operations, enhance public safety, and provide consistent and reliable access for residents.
Starting this week, the gates will operate on a timer system, automatically opening at 7:00 a.m. and closing at 7:00 p.m. during summer hours. Vehicles still in the park at closing time will be able to exit, but re-entry will not be permitted until the following morning.
This new system ensures regular and dependable park hours, improves overall security, and reduces the daily burden on City volunteers who have traditionally handled gate operations.
In addition to convenience, the automated gates significantly enhance safety by helping to deter overnight loitering, unauthorized vehicle access, and after-hours activities that can pose risks to public spaces and the surrounding neighborhoods. With controlled entry and exit times, the City is able to maintain a safer environment for families, seniors, and children who enjoy the parks throughout the day.

Paw Mission Vaccine Clinic Announces New Location in Grand Terrace
Grand Terrace, CA – July 9, 2025— The Paw Mission Inc. will begin hosting their low-cost vaccine clinics at Veterans Freedom Park, located at 21950 Pico Street in Grand Terrace. Clinics will be held every 2nd Thursday and Saturday of the month from 8:00 a.m. to 12:00 p.m.
Services offered include Rabies, Bordetella, Rattlesnake, FVRCP, and DA2PP vaccines, as well as microchipping and deworming. Be sure to check out their flyer for full details and pricing. All attendees must have their dogs on a leash and cats in a secure carrier.

City of Grand Terrace Launches Annual Paving Project Beginning July 7

Grand Terrace, CA – July 1, 2025— The City of Grand Terrace will commence its annual paving project on July 7, 2025, with key roadway segments scheduled for improvement. As part of the City’s ongoing commitment to maintaining safe and reliable infrastructure, the following streets will be repaved:
- Grand Terrace Road between Mt. Vernon Avenue and Grand Terrace Court.
- Brentwood Avenue between Mt. Vernon Avenue and Preston St.
- Michigan Street between De Berry Street and Van Buren Street
To minimize disruption to school-related traffic, the project was deliberately scheduled during the summer break.
The repaving on Michigan Street follows the successful installation of new water main lines by Riverside Highland Water Company, ensuring that utility infrastructure is updated prior to street rehabilitation.
Residents and businesses adjacent to the project areas will receive direct notifications regarding work schedules and anticipated impacts. Temporary traffic delays, access limitations, and construction noise should be expected during the paving operations.

The paving method being used is known as grind and overlay. This process involves grinding off the top layer of existing pavement to remove surface imperfections and prepare a solid foundation. A new layer of hot mix asphalt is then applied to create a smoother, more durable roadway. This efficient technique extends the life of the street while improving driving conditions and safety.

Grand Terrace's Animal Control first catch of the season.
Grand Terrace, CA – June 30, 2025 – With temperatures on the rise, rattlesnake season is officially underway in Southern California, and Grand Terrace Animal Control has already made its first catch. The City is urging residents and visitors to exercise increased caution on local trails and in open spaces as snake activity ramps up, typically from April through October.
Rattlesnakes are a vital part of our local ecosystem and generally not aggressive, but they will defend themselves if threatened. The best defense against an encounter is heightened awareness and preventative measures.
Hikers, walkers, and pet owners are advised to stay on marked trails and avoid tall grass, dense underbrush, and rocky areas where snakes might be concealed. Dog owners should keep their pets on a leash at all times, as veterinarians report that dogs are twice as likely to succumb to rattlesnake bites compared to humans. Discussing rattlesnake vaccines with a vet is also highly recommended for canine companions.
"We want people to enjoy our beautiful trails and open spaces—but to do so safely," said Tabatha Barefield, Grand Terrace Code Enforcement/Animal Control Officer. "Awareness, preparation, and a few basic safety steps can go a long way in preventing dangerous encounters."
If you hear a rattle, remain still and locate the snake before slowly backing away. Never attempt to touch, capture, or kill a snake, as most bites occur when individuals try to intervene. If a bite occurs, call 911 immediately, remain calm, and limit movement, keeping the affected limb at or below heart level. Do not apply ice, use a tourniquet, or try to extract venom.
Rattlesnake sightings are more common in hillside trails, undeveloped open spaces, Creekside paths, and areas with rodent activity.

City of Grand Terrace Clarifies Fireworks Rules and Urges Holiday Safety
Grand Terrace, CA – June 27, 2025 – With Independence Day around the corner, the City of Grand Terrace is reminding residents governing the sale and use of fireworks and encouraging everyone to keep celebrations safe and responsible.
“Safe and Sane” Fireworks are legal in Grand Terrace. These are fireworks that have been tested and approved by the California State Fire Marshal. These fireworks do not fly or explode and are legal to sell and use in Grand Terrace during approved periods and in approved locations. “Safe and Sane” firework will display the State Fire Marshal’s seal on the packaging.
Examples of Safe and Sane Fireworks:

- Sparklers
- Smoke balls
- Snakes
- Ground spinners
- Whistling fountains
- Glow worms
Sales of safe and sane fireworks are allowed from June 28 – July 4, 12:00 p.m. – 9:00 p.m. The fireworks stand is in the Starters parking lot and proceeds from the sales will help support youth activities in the City.
Discharge of safe and sane fireworks is restricted to July 4 only, 12:00 p.m. – 11:00 p.m. in specific areas. Please check the map below. As a general rule, if you are within ¼ mile of base of Blue Mountain, you are probably not allowed to discharge any type of fireworks.
Using or selling safe and sane fireworks outside these dates, times, and locations—or without a permit—is a violation subject to fines of up to $1,000 per offense.
Dangerous Fireworks are Prohibited
Possessing, selling, transporting, or igniting any fireworks classified as “dangerous” under California Health & Safety Code §§ 12505 & 12561 is always illegal within City limits, unless a special display permit is issued under § 8.112.030.
Dangerous fireworks include any fireworks that are not classified as "safe and sane" They generally explode, propel themselves through the air, and pose a significant risk of injury, fire, or property damage. Possession, use, sale, or transportation of dangerous can result in Fines up to $50,000

How to Celebrate Safely
- Buy only from permitted booths displaying a City license and State Fire Marshal seal.
- Light fireworks on a flat, non-combustible surface clear of dry vegetation, debris, and overhanging trees. Have a bucket of water or hose ready.
- Supervise children closely; never let young kids handle fireworks.
- Completely soak used fireworks before discarding them in a non-flammable ( metal) container.
Enforcement & Reporting
Grand Terrace Code Enforcement, the San Bernardino County Sheriff’s Department, and County Fire personnel will conduct joint patrols June 28 – July 4. Citations will include fines and confiscation of illegal fireworks.

Barton Road is Growing: Two New Drive-Thrus on the Way
Grand Terrace, Ca, –June 25, 2025–The City of Grand Terrace is pleased to announce the approval of a new commercial development project featuring two standalone
drive-thru restaurants with dine-in service at 22430 Barton Road. This project represents a major investment in the revitalization of a long-vacant site and aligns with the City's commitment to expanding dining options and supporting economic growth.
The project includes the demolition of an existing commercial building and the construction of two new restaurant spaces: a 1,650 square foot drive-thru restaurant to be occupied by Kentucky Fried Chicken (KFC), and a second 1,800 square foot drive-thru restaurant that is currently seeking a tenant. Both locations will offer dine-in service and have been approved for 24-hour operation to provide added flexibility and attract high-quality tenants.
Located in the Village Commercial Zone under the Barton Road Specific Plan, the site will be transformed with new parking areas, landscaping, lighting, signage, and public improvements. To enhance neighborhood connectivity, the Planning Commission recommended including a pedestrian access point from Britton Way to the north of the project site, making it easier for nearby residents to walk to the new businesses.

New Rail Fence Installed on Vista Grande Street to Enhance Safety and Cleanliness in Grand Terrace
Grand Terrace, Ca, –June 19, 2025– The City of Grand Terrace has completed the installation of a new rail fence along Vista Grande Street, a strategic improvement designed to secure hillside access, discourage illegal dumping, and alleviate unauthorized parking that poses safety hazards to both residents and visitors.
This new fencing installation reflects the City’s ongoing commitment to maintaining a clean, attractive, and safe community. By limiting vehicle access to sensitive hillside areas, the fence will significantly reduce opportunities for illegal dumping—an issue that undermines the City's appearance and environmental health. In addition, the barrier addresses longstanding concerns about unsafe or illegal roadside parking that impedes visibility and traffic flow along Vista Grande Street.

Vegetation Fire Along Vista Grande Street Quickly Contained Thanks to Rapid Multi-Agency Response
GRAND TERRACE, CA- June 12, 2025— A vegetation fire that broke out Wednesday, June 11, 2025, on the hillside along Vista Grande Street in Grand Terrace was swiftly contained, thanks to the rapid and coordinated response of firefighters from Grand Terrace Station 23, along with supporting units from Colton and Loma Linda.
The fire, which burned approximately two acres, was fully contained within one hour. Thanks to the quick action and professionalism of responding crews, no structures or outbuildings were damaged, and there were no injuries or fatalities reported.
“We are incredibly grateful to our local fire personnel for their immediate and effective response,” said Grand Terrace City Manager Konrad Bolowich. “Their actions today protected homes and lives, and we appreciate the seamless cooperation among all the responding agencies.”
The incident serves as an important reminder of the need for fire preparedness, particularly during the dry summer months. Residents are encouraged to maintain defensible space around their homes by clearing dead vegetation, trimming overgrown brush, and creating at least 100 feet of clearance from structures where possible. This critical effort not only protects individual properties but also enhances the safety of entire neighborhoods during wildfire season.
Defensible space tips include:
- Removing all dead or dying plants, grass, and weeds.
- Trimming trees regularly to keep branches a minimum of 10 feet from other trees.
- Clearing leaves and needles from gutters and roofs.
- Relocating wood piles and other flammables at least 30 feet away from structures.

Structure Fire in Grand Terrace Contained Quickly Thanks to Rapid Multi-Agency Response
Grand Terrace, CA- June 11, 2025 – On the afternoon of June 10, 2025, a structure fire occurred at a single-family residence located at 22184 McClarren Street in Grand Terrace. Thanks to the quick and coordinated efforts of firefighters from Grand Terrace Fire Station 23, as well as responding units from Colton and Loma Linda, the fire was brought under control before causing even more extensive damage.
The blaze resulted in the total loss of the home’s garage and damage to the attic and other portions of the residence, ultimately rendering the home uninhabitable. Fortunately, no injuries or fatalities were reported.
“This was a tremendous effort by our local firefighters and mutual aid partners,” said City Manager Konrad Bolowich. “Their rapid response and skilled teamwork prevented a total loss and protected surrounding homes and families. We are incredibly grateful for their service and dedication.”
The American Red Cross is currently working with the displaced residents to provide temporary housing and emergency support services.
“Our thoughts are with the affected family during this difficult time,” Bolowich added. “We are thankful they are safe and are being supported by the Red Cross.”

The Blue Mountain Festival & City Parade Complete Success
The Blue Mountain Festival and City Parade, held on May 17, 2025, was a resounding success.
The City of Grand Terrace extends a heartfelt thank you to its dedicated committee members, community partners, and volunteers who helped make this event possible.
Special thanks to our generous event sponsors: Burrtec, West Coast Arborists Inc., Spring Hills Family Dentistry, ARCO, Riverside Highland Water Company, JC Wallace House, QWIK Stop, ProfessioNail & Spa, and Cal Skate GT. 
The City Parade featured participation from the San Bernardino County Fire and Sheriff Departments, City Council, Boy Scout Troop 40 and Pack 242, Grand Terrace High School, Terrace Hills Middle School, and Grand Terrace Elementary School. Local clubs and businesses also joined the celebration, including Dance Dimensions, Get Loaded Guns and Ammo, SoCal Subs, Cal Skate GT, Cheer Factory. A special thank you to Grand Terrace Cars and Coffee Club for their support and the participation of 26 of their classic car members. Residents lined the streets, cheering proudly for all participants.
Following the parade, the Blue Mountain Festival welcomed the community to Richard Rollins Park. With over 90+ community and craft vendors, a wide variety of food trucks, and family-friendly activities, there was something for everyone to enjoy. Lacey Kendall from KCAL 96.7 served as event host, engaging the crowd with fun games including a watermelon eating contest, hula hoop challenges, and musical chairs. Live entertainment filled the park with energy, featuring performances by The Marvels, Inland Sound, the Grand Terrace High School cheer squad, Cal Skate GT, and magician Pierre.
The GT Lions Club hosted a successful Beer Garden, and Mickey’s Annual Car Show was once again a crowd favorite. There was fun and entertainment for all ages, making it a truly memorable day for the Grand Terrace community.

The City Parade will begin on Mt. Vernon Avenue and conclude at Richard Rollins Community Park, leading into the Blue Mountain Festival (formerly known as Community Day), which will take place on Saturday, May 17 from 11:00 AM to 5:00 PM. The festival will feature Live Entertainment, Food Trucks, Local Vendors, Community Organizations, Beer Garden, Car Show, Music and More!
Richard Rollins Park is scheduled to reopen on Sunday, May 18. However, access to the field will remain strictly prohibited as it continues to undergo maintenance.

Grand Terrace, CA - April 30, 2025— California State Senator Rosilicie Ochoa Bogh will be visiting Grand Terrace on May 1st to host a public town hall meeting, welcoming residents to participate in an open dialogue on legislative priorities and local concerns.
The event will take place at Grand Terrace City Council Chamber at 6:30 pm to 9:30 pm May 1st and is open to all members of the public.

Grand Terrace Grows Tree Planting Event a Success Despite Weather

The Grand Terrace Grows tree planting event on April 26, 2025, was a resounding success, even with the cold weather and rain! The City of Grand Terrace extends a huge thank you to all the community partners and volunteers who helped make the event educational, interactive, and rewarding for our residents.
We are incredibly grateful to Burrtec, West Coast Arborist, and
Riverside Highland Water for their participation in the event, providing educational materials, goody giveaways, and engaging with attendees to promote environmental awareness. A special thank you to United Tree & Environmental Management for their generous donation of shovels and water for volunteers.
A heartfelt thanks also goes to the 15 volunteers, both young and older, who dedicated their time and energy to planting trees throughout the event. Their hard work made it possible for 29 residents to receive trees as donations from the City, contributing to the beautification of our community.
In addition, Burrtec provided much-needed compost and mulch to give away, further enhancing the success of the event.
Despite the chilly weather and rain, the turnout was fantastic, and the community’s enthusiasm for tree planting was undeterred. Looking ahead to next year, we are excited to make the event even bigger and better, targeting properties without parkway trees and potentially adding street cleanup efforts to further engage residents.
Thank you to everyone who made the event possible, and we look forward to continuing this important initiative in the years to come!
Fire Hazard Severity Zone Map

San Bernardino County residents are encouraged to review and provide feedback on the recently released Fire Hazard Severity Zone map from the California Office of the State Fire Marshal. This updated map categorizes county areas into three wildfire risk levels—moderate, high and very high—in alignment with SB 63 (2021).
The previous Fire Hazard Severity Zone map was last updated between 2008 and 2011 and identified only very high fire hazard zones in local responsibility areas. The new map includes all three fire hazard risk levels, helping residents gain a clearer understanding of wildfire threats in their communities.
The public comment period for the new Fire Hazard Severity Zone map ends on April 30. The county will hold public hearings and ordinance readings before the formal adoption of the Fire Hazard Severity Zone map by the Board of Supervisors on June 10.

The Annual Grand Terrace City Parade will begin at 10:30 a.m. on Saturday, May 17, 2025. To ensure the safety of residents, participants, and spectators, road closures will begin at 9:00 a.m. and are expected to reopen by 12:00 p.m. During this time, driveways and access to certain buildings or businesses may be temporarily blocked.

2021–2029 HOUSING ELEMENT ADOPTED BY CITY COUNCIL AND CONDITIONALY APPROVED BY STATE HCD
Grand Terrace, CA - April 17, 2025- On March 25, 2025, the City Council of the City of Grand Terrace, adopted a resolution of the City Council approving General Plan Amendment (GPA) 25-01 for the 2021-2029 Housing Element.
The 2021–2029 Housing Element updates a key chapter of the City’s General Plan that describes the City’s strategies for addressing housing needs in compliance with state law over the 2021–2029 housing cycle period, which includes accommodating Grand Terrace’s Regional Housing Needs Assessment (RHNA) allocation of 630 residential units.
The Housing Element is one of eight mandatory elements of a General Plan and is required by California State Law to be updated every eight years. The City of Grand Terrace last updated its Housing Element in 2013. Grand Terrace, in coordination with its Housing Element consultant Michael Baker International, updated the City’s Housing Element as required by State law. The updated Housing Element addresses what land use planning steps the City will take so that the City is able to meet its RHNA.
On November 13, 2024, the State Department of Housing and Community Development (HCD) provided the City of Grand Terrace with a letter finding that the 2021-2029 Housing Element is conditionally compliant. The City’s Housing Element will bein full compliance with state law upon adoption and completion of the proposed rezoning of identified properties in the Housing Element to a new higher density multiple-family zoning designation.
“There is no obligation for site owners to redevelop their property. If a site owner or a property owner has no interest in developing at the higher density that it is being rezoned to, they have no obligation to build on their property. The Housing Element at its heart is a capacity exercise,” said Housing Element Consultant Hannah Kreitman of Michael Baker International.

Don’t Panic—It’s Just a Possum!

Grand Terrace, CA- April 16, 2025- Opossums are generally regarded as pests when folks find them lurking in their yard or near their homes in the middle of the night.
It turns out, though, that they're really one of the most misunderstood creatures on our planet. Contrary to popular belief, having opossums nearby can actually be beneficial! Sure, they can admittedly be pretty jarring to look at — especially when you shine a light at them and make their eyes take on a more terrifying reflection.
But you'd be surprised at how much credit they really deserve for helping out with other, much nastier pests. I also had no idea just how long they have been roaming around Earth! They have existed for around 55 million years.
Even when confronted with a predator, they will use the infamous "playing possum" technique to appear dead and avoid an actual brawl. They are NOT AGGRESSIVE- even when they bare their teeth they will rarely bite.
According to stats reported by the National Wildlife Federation, a single possum can potentially eliminate 4,000 ticks in one week thanks to their extreme self-grooming methods (either crushing or consuming the ticks burrowing in their fur). They also aren't susceptible to Lyme disease and therefore can protect humans from contracting it, as they rid an area of the real pests. Unlike other nocturnal animals creeping around neighborhoods, possums won't destroy your lawn or property, and they don't spray like skunks.
They aren’t picky eaters when it comes to troublesome garden pests like slugs, beetles, and cockroaches, but they will leave the flowers or veggies you’re growing undisturbed.
