Development Impact Fees (DIF)
The City of Grand Terrace assesses Development Impact Fees (DIFs) on new development to help fund public facilities and infrastructure needed to serve growth within the City. Development Impact Fees help ensure that new development pays its fair and proportional share of growth-related capital costs.
The City’s 2026–27 Development Impact Fee Calculation and Nexus Study provides the technical basis for the City’s Development Impact Fee program and establishes the maximum fee amounts supported by the study. The City Council may establish Development Impact Fees at or below the maximum amounts supported by the Nexus Study.

The City’s current Development Impact Fees are assessed on a per-square-foot basis according to land use type.
